Executive Orders
There are three Executive Orders that provide the legal requirement for security education:

   Executive Order 13526:
Mandates that every person who receives a favorable determination of eligibility for access receive training on the proper safeguarding of classified information and the sanctions imposed on those who fail to appropriately protect such information Authorizes the Director of the Information Security Office, under the direction of the Archivist and in consultation with the Assistance to the President for National Security Affairs, to establish standards for agency security education and training programs

Lays out the requirement for agency heads to designate senior agency officials to establish and maintain these programs

  Executive Order 12968, Access to Classified Information Requires that agency heads educate employees about their individual responsibilities for handling classified information and inform them about issues that may affect their eligibility for access to classified information

The Department of Defense has implemented these requirements in two regulations: DoD 5200.1-R, the Information Security Program, and DoD 5200.2-R, the Personnel Security Program

   Executive Order 12829 Mandates special requirements for contractors as laid out in DoD 5220.22-M, the National Industrial Security Program Operating Manual, or NISPOM

Industry Requirements

   Signed DD Form 441 required for any company entering into a contract to provide the U.S. Government with supplies or services affecting national security and requiring access to classified information obligates the contractor to develop and maintain an effective security program in accordance with the NISPOM
