Executive Order No. 10450
- requires that all persons seeking the privilege of employment or those who are privileged to be employed in the Government be adjudged by mutually consistent and no less than minimum standards and procedures.
Executive Order No. 10865
, “Safeguarding Classified Information Within Industry,” February 20, 1960, provides procedures for appealing security clearance decisions for non-Government, contractor employees.
Executive Order No. 12968
. In October 1994, the National Security Act of 1947 was amended to require the President to establish standards and procedures to govern access to classified information that would be binding on all departments, agencies, and offices of the Executive branch (50 U.S.C. 435).
