USDI
Responsibilities include: Conferral authority, Notified by CDSE of “pass list,” Approve and confirmed candidates who are in good standing, Inputs candidate information into DMDC database, and sends “pass list” back to Components.

DSS
Responsibilities include: provide “pass list” to DoD Components, provide template letter for Components to notify SFPC conferees, provide Candidate Handbook, update STEPP to reflect conferral, facilitating renewal requirements, and upload certificate data for DoD personnel systems via Defense Manpower Data Center (DMDC).

Components
Components are Army, Navy and Air Force. Their responsibilities include: vet “pass list” for DoD Component affiliation, communication with conferred SFPC holders, and advise conferees of renewal requirements.
