Executive Order

EO 13470, United States Intelligence Activities, 30 Jul 2008, further amends EO 12333, 17 Dec 1995

Strengthened the role of the Director of National Intelligence Gave additional goals, directions, duties and responsibilities for the various intelligence agencies.

EO 13526, Classified National Security Information, 29 Dec 2009, revokes EO 12958
Describes a uniform system for classifying, safeguarding, and declassifying national security information, including information relating to defense against transnational terrorism.

EO 12333 (U) Classified National Security Information (AKO Access Required), 29 Dec 09

-Established the Senior Officials of the Intelligence Community (SOICs) as the authority within their military departments or agencies to protect intelligence and intelligence sources and methods from unauthorized disclosure consistent with guidance from the Director of Central Intelligence.
-Designates the Director of National Intelligence as the head of the Intelligence Community for intelligence matters related to national security, and shall oversee and direct the implementation of the National Intelligence Program.

Intelligence Community Directives (ICDs)

ICD 700 (U) Protection of National Intelligence (AKO Access Required), 21 Sep 07

-Establishes the DNI security policy to protect national intelligence, and DNI’s responsibilities for oversight and direction of IC security programs and activities. It also describes the roles and responsibilities of the Senior Officials of the Intelligence Community (SOICs), as defined by EO 12333.

ICD 701, Security Policy Directive for Unauthorized Disclosures of Classified Information, 14 Mar 2007  

ICD 702, Technical Surveillance Countermeasures, 18 Feb 2008
Assigns responsibilities for the oversight of IC Technical Surveillance Countermeasure (TSCM) programs in support of the National Intelligence Strategy and the protection of national intelligence and intelligence sources and methods.

ICD 704, Personnel Security Standards and Procedures Governing Eligibility for Access to Sensitive Compartmented Information and other Controlled Access Program Information, 1 Oct 2008
Eligibility for access to Sensitive Compartmented Information (SCI) and information protected within other controlled areas Documents the responsibility of the DNI for overseeing the program to produce these eligibility Directs the application of uniform personnel security standards and procedures to facilitate effective initial vetting, continual personnel security evaluation and reciprocity throughout the IC.

ICD 705 (U) Sensitive Compartmented Information Facilities (AKO Access Required), 26 May 10
-Establishes that all IC SCIFs shall comply with the uniform IC physical and technical security requirements. This directive is designed to ensure the protection of SCI and foster efficient, consistent, and reciprocal use of SCIFs in the IC. This Directive applies to all facilities accredited by IC elements where SCI is processed, stored, used, or discussed. Rescinds DCID 6/9, ICPM 2005-700-1, ICPM 2006-700-7, and ICPM 2007-700-2.

ICD 709, Reciprocity for Intelligence Community Employee Mobility, 10 Jun 2009  

ICD 710, Classification Managment and Control Markings System, 21 Jun 2013
Establishes the IC classification and control marking system as a critical element of IC procedures for protecting intelligence and information, and sources and methods while ensuring that information is available without delay or unnecessary restriction. Centralizes functions to support the oversight and maintenance of the IC’s classification and control marking system.

ICS 700-1, Glossary of Security Terms, Definitions, and Acronyms, 4 Apr 2008

ICS 705-1 (U) Physical and Technical Security Standards for Sensitive Compartmented Information Facilities (AKO Access Required), 17 Sep 10
- Sets forth the physical and technical security standards that apply to all SCIFs, including existing and new construction, and renovation of SCIFs for reciprocal use by all IC elements and to enable information sharing to the greatest extent. Facilitates the protection of SCI, including protection against compromising emanations, inadvertent observation or overhearing, disclosure by unauthorized persons, forced entry, and the detection of surreptitious and covert entry. The Assistant Deputy Director of the National Intelligence for Security shall, in consultation with IC elements, develop and establish technical specifications to implement SCIF standards that include descriptions of best practices.

ICS 705-2 (U) Standards for the Accreditation and Reciprocal Use of Sensitive Compartmented Information (AKO Access Required), 11 Feb 13
-Sets for the criteria that apply to the accreditation of SCIFs to enable reciprocal use by Intelligence Community (IC) elements and to facilitate information sharing to the greatest extent possible.

Intelligence Community Technical Specification for Construction and Management of Sensitive Compartmented Information Facilities, Version 1.2, IC Tech Spec-for ICD/ICS 705, 23 Apr 2012
Sets forth the physical and technical security specifications and best practices for meeting standards of ICS 705. This document is the implementing specification for ICD 705 and (ICS 702-1) and supersedes DCID 6/9. The specification will facilitate the protection of SCI against compromising emanations, inadvertent observation and disclosure by unauthorized persons, and the detection of unauthorized entry.

DODM 5105.21 is composed of several volumes, each serving a specific purpose, and reissues DoD Manual (DoDM) 5105.21-M-1.
