Controlled
Unclassified Information (CUI)
NOTE:
Information provided on CUI does not imply
a new marking of unclassified information, but is being used to
define CUI program initiatives. No Command or organization can
or should be applying any new markings outside current marking
guidance until further detailed implementing guidance from the
Executive Agent and/DoD.
CUI is unclassified information that meets the standards for
safeguarding and dissemination controls pursuant to statute, and
government-wide policies under EO 13556. Previously, similar
information may have been referred to as Sensitive But
Unclassified ("SBU") throughout the executive branch and some of
this information may meet the requirements to become CUI.
Controlled unclassified information (CUI) includes, but is not
limited to, “For Official Use Only” information; “Sensitive But
Unclassified” (formerly “Limited Official Use”) information;
“DEA Sensitive Information”; DoD Unclassified Controlled Nuclear
Information”; “Sensitive Information”, as defined in the
Computer Security Act of 1987; and information contained in
technical documents.
On November 4, 2010, the President signed
Executive Order 13556 "Controlled Unclassified Information",
which establishes a program for managing CUI. Its purpose is to
address the current inefficient and confusing patchwork that
leads to inconsistent marking and safeguarding as well as
restrictive dissemination policies, which are often hidden from
public view across DoD agencies.
National Archives and Records Administration (NARA) has been
designated the Executive Agency (EA) and has the authority and
responsibility to oversee and manage the implementation of the
CUI program. NARA shall issue policy directives and publish a
report on the status of agency implementation of the order to
the President. Until such, agencies
will
continue to follow current policy and regulations as it relates
to categories of CUI.
