Each nomination criteria will be individually ranked on a five-point scale with
"Failure to Demonstrate" having a minimum value of zero and "Exceptional" having
a maximum value of five. Rankings and descriptors are as follows:
Rankings will be entered in the Nomination Worksheet and all criteria rankings
will be summed up for a TOTAL ranking number. The nominee with the highest TOTAL
ranking number will be awarded the Thomas Dillon Award for Security Excellence.
The second and third highest ranking nominations (based on the TOTAL ranking
number) will each receive an Honorable Mention Award.
In the event that two nominations are tied for first place, a TIE-BREAKER panel
will be held. The TIE-BREAKER panel will consist of the HQDA, ODCS, G-2,
Director, Counterintelligence, Human Intelligence, Foreign Disclosure and
Security and the HQDA, ODCS, G-2, Senior Security Advisor. Both panel members
will review each nomination for a second time and provide new ranking numbers
for each nomination criteria. The nomination with the highest TOTAL ranking
number will be the awardee. Results of the TIE-BREAKER panel will be annotated
on a separate worksheet ("TIE-BREAKER worksheet") and will be signed by the
HQDA, ODCS, G-2, Director and Senior Security Advisor for authenticity.
