Special Briefing - Original Classification Authority (OCA)
  • Target audience: Original Classification Authorities (OCAs)
  • What's covered: As mandated in the DoD 5200.1-R, the security training for OCAs must explain who is authorized to classify information and the standards to follow when classifying information. The training also addresses the differences between original and derivative classification, the process for determining how long information can remain classified (duration), basic marking procedures, general standards for declassification, and the requirements for creating, maintaining and updating security classification guides (SCGs).

Target audience: Cleared personnel, whether U.S. military, government civilians, or DoD contractors, who are couriers for the Defense Courier Service or will be hand carrying or escorting classified material.

Special Briefing - NATO

Target audience: Personnel who have a valid need to work with NATO classified information. Access to NATO classified information requires a security clearance at the same classification level as the NATO information being accessed.
         *Information designated as NATO RESTRICTED does not require a security clearance.

What's covered?
  • Security requirements for handling classified NATO information
  • Consequences of negligent handling of NATO information
  • Individuals must complete a statement acknowledging receipt of the NATO indoctrination briefing and their responsibility to safeguard NATO information
    • *Annual refresher training must be conducted to reinforce these points.
    *When NATO access is terminated or no longer needed, the individual must be debriefed as to their continued responsibility for safeguarding classified NATO information.
    *Records of attendance & topics covered should be kept for all initial, refresher, and termination briefings.

Special Briefing - CNWDI

CNWDI stands for "Critical Nuclear Design Information"

Target audience: Personnel with a final SECRET or TOP SECRET security clearance whose position requires access to CNWDI information.

*Employees must receive an oral debriefing upon termination of access.
*Records of all employees with CNWDI access, as well as briefing and debriefing records, must be retained for two or three years, depending on classification level.

Frequently Asked CNWDI Questions

QUESTION: What is CNWDI?
ANSWER:
Critical Nuclear Weapon Design Information (CWNDI) is Top Secret or Secret Restricted Data that reveals the theory of operation or design of the components of a thermonuclear or implosion type fission bomb, warhead, demolition munitions, or test device. Specifically excluded is information concerning arming, fusing and firing systems; limited life components; and total contained quantities of fissionable, fusionable and high explosive material by type. Among these excluded items are the components that DoD personnel set, maintain, operate, test, or replace.

QUESTION: Who may have access to CNWDI?
ANSWER:
Access to and dissemination of CNWDI is of particular concern due to the extreme sensitivity of this type of information. Access must be limited to the absolute minimum number of persons needed to meet mission requirements.

QUESTION: Are there any special requirements and procedures for controlling CNWDI information?
ANSWER:
Yes, the following applies:
  • The individual must have a final Top Secret or Secret security clearance.
  • Except in rare instances, only U.S. citizens will be granted access to CNWDI
  • CNWDI access within the command is governed by clearance and verification of need-to-know. Certifying officials will not automatically approve requests for access to CNWDI, but will insist upon full justification and will reject any requests that are not completely justified. Certifying officials have a special responsibility to insure that this "need-to-know" principle is strictly enforced.
  • CNWDI access at DoE facilities must be handled using DoE Visit Request Form 5631.20. This Visit Request Form must be submitted via an appropriate certifying official (limited to those listed in DoD Directive 5210.2) to the Associate Deputy Assistant Secretary for Technical and Environment Support (DP-45), Department of Energy, Washington DC 20585. Allow 2-6 weeks for processing. Approval from DP-45 must be granted before the visit request will be forwarded to the DoE facility to be visited.
